How a Single Word Cost an IAS Officer His Post

In a swift action, Madhya Pradesh Chief Minister Mohan Yadav on Wednesday removed Shajapur Collector Kishore Kumar Kanyal from his post following the official’s rude questioning of a driver’s “aukaat” (status) amid a protest by truckers against the new hit-and-run law.

Kishore Kanyal controversy

The incident, which was caught on camera, sparked outrage on social media and drew criticism from the opposition Congress party. Kanyal was transferred to the state secretariat as deputy secretary, while Narsinghpur Collector Riju Bafna (IAS) was named as the new collector of Shajapur district.

Background

The controversy erupted on Tuesday when Kanyal visited a spot near Shajapur town where truck drivers had blocked the road in protest against the new hit-and-run law, which imposes a fine of Rs 2 lakh and imprisonment of up to six months for drivers who flee the scene of an accident. The law was introduced by the state government in December 2023 to curb the rising cases of hit-and-run accidents in Madhya Pradesh.

According to the video clips that went viral, Kishore Kanyal asked a truck driver to show his driver’s license and vehicle documents. When the driver said he did not have them, Kanyal asked him what his “aukaat” was and how he could drive without a license. He also threatened to seize his truck and send him to jail. The driver tried to explain that he was not involved in the protest and was just passing by, but Kanyal did not listen and continued to berate him.

The truckers, who were already agitated by the new law, reacted angrily to Kanyal’s remarks and raised slogans against him. They also demanded his apology and removal from the post. Some of them even pelted stones at his vehicle, damaging its windshield.

Reaction

The video clips of Kanyal’s “aukaat” remark soon went viral on social media, triggering a wave of condemnation and criticism. Many users slammed Kanyal for his arrogance and insensitivity and questioned his suitability for the post of collector. Some also compared him to the British colonial rulers who used to treat Indians as inferior.

The opposition Congress party also seized the opportunity to attack the ruling Bharatiya Janata Party (BJP) government over the issue. Congress leader and former chief minister Kamal Nath tweeted that Kanyal’s behavior was “shameful and unacceptable” and reflected the “dictatorial attitude” of the BJP government. He also demanded Kanyal’s immediate suspension and an apology from the chief minister.

Action

Taking cognizance of the matter, Chief Minister Mohan Yadav on Wednesday ordered Kanyal’s removal from the post of Shajapur collector and his transfer to the state secretariat as deputy secretary. He also appointed Riju Bafna, a 2014-batch IAS officer, as the new collector of Shajapur district.

Yadav said that he had watched the video clips of Kanyal’s “aukaat” remark and found them “very objectionable”. He said that such behavior was not expected from an IAS officer and that he had zero tolerance for it. He also said that he had instructed all the district collectors and other officials to behave politely and respectfully with the public and to resolve their grievances promptly.
