CM Arvind Kejriwal Approves 24×7 Operations of 155 Shops and Commercial Establishments in Delhi, Aims to Create More Jobs and Revenue

Delhi Chief Minister Arvind Kejriwal has given a green signal for round-the-clock operations of 155 shops and commercial establishments across the city, a move that is expected to enhance the night-time economy of the capital, create more job opportunities, and ensure the welfare of workers. The file has now been sent to Lieutenant Governor V K Saxena for his approval, according to a statement from the Chief Minister’s Office (CMO).

The 155 shops and commercial establishments that have been granted permission to operate 24×7 include restaurants, bars, cinemas, malls, grocery stores, pharmacies, salons, gyms, and bookshops. They are located in various areas of Delhi such as Connaught Place, Khan Market, Greater Kailash, Saket, Rajouri Garden, Dwarka, Rohini, and Pitampura.

By allowing these establishments to operate round the clock, the Delhi government aims to generate more employment opportunities, safeguard the interests of workers, and contribute to the overall development of the local economy. The extended operational hours will also ensure round-the-clock access to essential goods and services for Delhi residents.

A reform in the Delhi Shops and Establishments Act

The government has granted the applicants exemptions from sections 14, 15, and 16 of the Delhi Shops and Establishments Act, 1954. These three sections collectively put restrictions on hiring night-shift employees and impose related rules upon opening and closing times and holidays for commercial establishments.

Only 269 establishments were allowed such exemptions in the 68-year period from 1954 to 2022. The Delhi government has completely digitized the application process, bringing an end to “inspector raj”. Traders will not need to go to government offices and their applications will be processed within four weeks of submission along with verification and on-site inspection. In case an application fails to get approval, the government gives the applicant an opportunity to rectify their shortcomings as per the set parameters and seek approval again.

A total of 523 shops have been granted permission to operate round the clock in the last two years. In 2022, 313 applications for the round-the-clock operation of commercial establishments were approved. A total of 55 such applications have been approved so far this year.

A step towards making Delhi a global city

The decision to allow 24×7 operations for shops and commercial establishments is part of the Delhi government’s vision to make the city a global destination for business, tourism, and culture. The government believes that by boosting the night-time economy of Delhi, it can attract more visitors, investors, and entrepreneurs from across the world.

The move is also in line with the recommendations of several expert committees that have suggested relaxing the norms for night-time activities in urban areas. The government hopes that by creating a vibrant and safe environment for people to enjoy at night, it can enhance the quality of life of its citizens and reduce crime and violence.

The government has also taken several measures to ensure adequate security, lighting, transport, and sanitation facilities for the smooth functioning of the night-time economy. It has deployed additional police personnel, installed CCTV cameras, improved street lighting, provided public toilets, and increased metro and bus services during night hours.

The government has also sought feedback from various stakeholders such as traders’ associations, resident welfare associations (RWAs), civil society groups, and experts on how to further improve the night-time economy of Delhi.
