He grew up in a large and religious family, with five older siblings named Brian Quinn, Mike Quinn, Tim Quinn, Peter Quinn, and Maribeth Eppen, and devout Catholic parents. His father, Jim Quinn, was a police officer, and his mother, Sue Quinn, was a nurse. Dan was a popular and athletic kid, who played football and track at Morristown High School.

He was not highly recruited by college teams, so he ended up attending Salisbury State University, a Division III school in Maryland. There, he played defensive line for the football team from 1990 to 1993, starting all four years and serving as a two-time captain.
